According to Article 57 of the Union Parishad Act 2009, every Union Parishad shall formulate a budget containing the probable income and expenditure statement for the next financial year following the priorities of the wards, the recommendations of the standing committees and the five-year plan of the Union Parishad (prescribed procedure) at least 60 days before the beginning of each financial year. The Union Parishad Secretary will present the prepared budget in the presence of standing committees and local public. The meeting will be considered as an open budget session of the Union Parishad.
Short definition:
According to the law, the formality of presentation in the presence of the public of the Union Parishad in the presence of the public of the Union Parishad is the formality of presentation of the possible income and expenditure statement prepared in the prescribed table 60 days before the beginning of each fiscal year is called the open annual budget session of the Union Parishad. In the session, the public gets an opportunity to ask questions about the budget for the current fiscal year and the budget for the next fiscal year. Concerned standing committee and project wise or any question in public interest for the development of the union.The budget session is held in the presence of the chairman, members, all standing committees, heads of government departments, non-governmental organizations, all organizations of unions, business organizations and ordinary citizens. The presence of all concerned in the budget session plays a positive role in revenue collection and income increase of the Union Parishad.

(1) Budgeting according to the needs of the people,
(2) To practice transparency and accountability,
(3) To give a clear idea to the people about the implemented and planned activities,
(4) To develop the Union Parishad as a professional institution,
(5) Plan and budget activities covered by the SDGs,
(6) Facilitate good governance,
(7) Incentivize the people to generate income and increase internal resources; And
(8) To increase public participation in the activities of the Union Parishad and to uncover areas of public assistance.
Expected Results:
(1) Every year the Union Parishads shall organize the annual budget session on their own initiative,
(2) The budget will be prepared in view of the needs of the people,
(3) Practices of democracy including the practice of transparency and accountability shall be upheld
(4) The people will have a clear idea about the implemented and planned activities,
(5) Activities covered by the SDGs will be covered by plans and budgets,
(6) The path to good governance will be smooth,
(7) The people will be encouraged to pay revenue and thereby increase the income and increase the internal resources of the Union,
(8) Public participation in the activities of the Union Parishad will increase and areas of public assistance will be exposed.
